PHILIP KLINE is a senior attorney in the Office of the Solicitor, Division of Parks and Wildlife at the U.S. Department of the Interior in Washington, DC (currently working remotely in Albuquerque, NM). He has over two decades of experience specializing in wildlife laws implemented by the U.S. Fish and Wildlife Service and currently focuses on regulatory and policy development under the Migratory Bird Treaty Act and the Bald and Golden Eagle Protection Act. He also advises on section 4 of the Endangered Species Act, the National Environmental Policy Act, international treaty interpretation, and tribal engagement and consultation. He graduated cum laude with a J.D. from Lewis and Clark Law School and has BScs from the University of Arizona in Geosciences and Ecology and Evolutionary Biology. He lives in Placitas, New Mexico, where he enjoys various outdoor recreational activities, particularly birdwatching, mountain-biking, and hiking with his dog.
